Hima Town Council is located in the Northern part of Kasese District in Busongora County, Busongora North Constituency. It borders Kitswamba Sub County in the north, Karusandara Sub County in the South, Mubuku Town Council in the West and Rugendabara-Kikongo Town Council in the East respectively.
Hima Town council is one of the old Town Councils in Kasese District which was gazetted as a town board in 1972 and later elevated to a Town Council in 2003 due to its rapidly growing population and size. This was fueled by the industrial activities for the production of cement from Hima Cement Factory.
Hima Town Council covers an area of about 5 sq. km of which the Central business district is 1 sq km and the remaining piece of land is used for residential purposes and other economic activities plus cattle and crop farming. This Town Council is a fast-growing urban center with dire need to increase the road network to match with the National Development Plan III (NDP III) which are corroborated with NDPIV development strategies as well.
Population.
Hima Town Council according to the 2014 Population and Housing census has a total population of 14702 people of whom 7,248 are female and 7,454 are male.

The Town Council establishment structure is 62 staff, currently substantively appointed staff in total are 32 which presents 51.6% staffing level.

Hima Towncouncil has three markets ;
Mowlem market
Hima main (Muhindo) market
Wabukombi market. Hima main and Wabukombi markets are still being test run.
Education Institutions.
Primary Schools.
Hima Town Council has three government aided primary schools and these are; St. Josephs primary school, Hima primary school and Hima public primary school.
Secondary Schools.
Hima Town Council does not have any Government aided secondary school. The Town Council authority in collaboration with the local community have established Hima Parents Vocational secondary school
Tertiary institution.
Hima Town Council does not have any Government tertiary institution.
Health Centers.
There is only one Government health center named Hima Health Center III.
Water
The main source of water for home use in the Town Council is National Water and Sewerage Corporation. However, most parts of the Town Council are stressed in terms of water for crop production and animal husbandry.
Roads.
The Town Council has a total length of 87.577kilometers out of which 10.07 KM is tarmac, 39.697KM are graveled and 37.81KM are earth. It should be noted that out of the 37.81kms which are still earth, 18.243Kms are not yet opened.
