PARISH DEVELOPMENT MODEL ( PDM ) – GOV’T PROGRAM
Like other districts in Uganda, Kasese also benefits from the Parish Development Model Program.
PDM is a Government approach for organizing and
delivering public and private sector interventions for wealth creation and employment
generation at the parish level as the lowest economic planning unit.
we are focusing on transforming the subsistence households into the money economy to eradicate poverty and vulnerability, as well as total transformation of the
subsistence households (both on-farm and off-farm, in rural and urban settings) into the money
economy.
Through PDM, government intention is to ;
i. Deepen the decentralization process;
ii. Improve household incomes;
iii. Enable inclusive, sustainable, balanced and equitable socio-economic transformation; and
iv. Increase accountability at local levels.
As we implement PDM , our focus is on all the 7 pillars ;
- Production ,storage, processing and marketing
- Infrastructure and economic services
- Financial Inclusion
- social services
- Mindset change and across cutting issues
- Parish Based Management information system
- Governance and Administration
Currently , Kasese has 197 Parish SACCOs and 2013 enterprise groups with 4700 beneficiaries.

EMYOOGA PROGRAM – GOV’T PROGRAM under Trade Industry and Local Economic Development\ commercial department.
We are implementing Emyooga Program under Trade, Industry and Local Economic Development department.
The Micro scale irrigation program empowers small scale holder farmers with equipment for irrigation . The program is supported by the world bank through the Ministry of Agriculture, Animal
Industry, and Fisheries (MAAIF).
The micro scale irrigation helps farmers to grow crops all year with or without rain. A farmer can plant before the
rains start, water extra crops during the dry
season. This means a farmer may grow more food.
Out of the total project cost, Government pays 75% and a farmer pays only 25% .
To benefit from the program, you may take the following steps;
- You fill an expression of interest form through your nearby agricultural officer or the senior Agricultural officer at the district.
- The District or Sub-county Officer will inform you of the
date and time of your farm visit. - District or Sub-county Officer will visit your farm.
- If you decide to proceed, you will sign an agreement
to allow the District to ask for quotes from irrigation
equipment suppliers on your behalf. - The District will receive quotes for the irrigation
equipment of your choice, and select the lowest one. - If you decide to accept the quote, you will pay
your contribution at the District office and sign a
memorandum of understanding with the District. - The irrigation equipment supplier will install your
irrigation equipment. - You will be trained on how to use the irrigation equipment
and learn about when and how to water your crops. - You will participate in the Micro-scale Irrigation Program in the order of submission of the Expression of Interest.
- The sooner you submit your expression of Interest, the sooner you can receive your irrigation equipment.
- If you express interest in the Program in July 2020, you can expect installation of irrigation equipment as early as October 2021 .

YOUTH LIVELIHOOD PROGRAM- Govt program under Community department.
The Youth Livelihood Programme (YLP) is Government of Uganda financed programme designed as one of the interventions of Government in response to the high unemployment rate and poverty among the youth in the country.
It covers the entire district .
Objectives of YLP
The Programme Development Objective (PDO) is to empower the target youth to harness their socio-economic potential and increase self-employment opportunities and income levels.
Specific Objectives:
- To provide youth with marketable vocational skills and tool kits for self-employment and job creation.
- To provide financial support to enable the youth establish Income Generating Activities (IGAs).
- To provide the youth with entrepreneurship and life skills as an integral part of their livelihoods.
- To provide youth with relevant knowledge and information for attitudinal change (positive mind set change).
Target Beneficiaries of the programme
The Programme targets unemployed and poor youth aged 18-30 years, including the following categories:
- Drop-outs from schools and training institutions.
- Youth who have not had the opportunity to attend formal education.
- Single parent youth.
- Youth with disability.
- Youth Living with HIV/AIDS.
- Youth who have completed secondary school or tertiary institutions (including University) but remain unemployed.
Programme Components
YLP has 3 components: (i) Skills Development, (ii) Livelihood Support & (iii) Institutional Support.

LOCAL CLIMATE ADAPTIVE LIVING( LoCAL ) with support from UNCDF.
Kasese is among the 4 districts in Uganda implementing the LoCAL project with support from Belgium, the European Union, Sweden and the UN Capital Development Fund.
LoCAL supports community adaptation to climate change focusing on empowering the district to integrate climate change plans and budgets , impression of participatory and gender -responsive manner in addressing climate change issues to build sustainable solutions to climate change
Kasese is highly vulnerable to the impacts of climate change with a high degree of exposure coupled with low adaptive capacity. Extreme weather events are increasingly frequent and severe across the district. Since 2013, Kasese has received extreme weather events resulting into floods and landslides with severe damages.
LoCAl is an answer to the impacts of climate change with sustainable solutions .
